Blocking a port with navy should do just that, block the port - that means pirate raids cannot be launched until the port is freed.     Admittedly the idea needs some work. But to clarify, you could not carry out a pirate raid with your navy as well (the idea is mainly for defence). A naval attack on a fortress would only result in a sea action - no points would be gained. Forgot to put in detail - Pirate ships when in the fortress should have a multiplier effect applied to defence and attack - maybe x2 or more.

A town with naval units will defend itself against a raid with its own pirates (as now) and naval units (option to select).     I vote YES to remove piracy in its current form. Maybe if it were more integrated into the game then it would be better. e.g. pirates are just another class in the army and their ships another class in the navy - and raids could be classed as an act of war!
