So me and one of my real-life friends have set up an alliance and if I want him to have military and resource viewing rights within the alliance, basically to make him second-in-command within the alliance, without taking the rights away from myself is there any way I can do this?

maybe try creating custom ranks and see what rights you can give.

It is only the home secretary who can see resources and the general who can see military compositions. There is no way to duplicate this effect.
You can however allow him to moderate members (kick, promote, demote, etc), view alliance treaties and moderate the board.
That's about how far it goes. -
it would been nice if you have the acces to give out second General and you have the same rights as a general and if you are second general you get the general post if the main general get inactive or go in V-mode that would been awsome!
It would make the alliance more active in war time! -

Considering the state the Ikariam game is in, I think I would have a heart attack if something new was to be implemented now.

You can just give him home sec and general, then if you need to check anything there as the leader you can take back general/hs check whatever u need and hand them back to your friend whenever you are done. It is a little hassle, but this way you both basically have the general and home secretary screens..
